한나 아렌트는 무국적 난민과 인권의 문제를 국가의 문제와 연계해논의한 대표적인 사상가이다. 아렌트는 자신의 대표 저작인 『전체주의의 기원』에서 유대인 문제에 대한 철학적 고찰을 시도한 바 있다. 그녀는 유대인 출신으로 나치 독일을 탈출해 미국으로 건너가 시민권을 얻기까지 18년 간 무국적 난민으로 살았으며, 스스로를 “파리아”(pariah, 버림받은 자)라고 부르기도 했다. 아렌트는 유대인 문제라는 특수한 주제를 무국적 난민과 인권의 문제라는 인류의 보편적 주제로 확장시키고, 그 분석의 과정에서 자연권에 기초해 선언된 인권이 실제 현실 속에자리 잡으면서 맞부딪친 난제를 제시한다. 아렌트의 논의는 지금까지도여러 다양한 정치적 혹은 철학적 논쟁들을 야기하고 있으며, 이는 그녀의 논의가 현재 세계에서 벌어지고 있는 문제들과 맞닿아 있기 때문일것이다.
Abstract
Hannah Arendt is a representative thinker who discussed the issues of stateless refugees and human rights in connection with the issues of the state. Arendt attempted a philosophical consideration of Jewish issues in his representative work, The Origins of Totalitarianism. She was Jewish and lived as a stateless refugee for 18 years. While extending the special theme of the Jewish issue to the universal theme of stateless refugees and human rights, Arendt presented the perplexities of the human rights settled in real world. Arendt's discussion still raises a number of various political or philosophical debates to this day.
