일본의 對韓 경제정책과 한국의 입장 ―1960～70년대를 중심으로―

Abstract

This study is to look into Japanese economic policy toward Korea and its countermeasure in the early economic development stage of Korea in order to trace to the reason, accounting for more than USD 30 billion trade deficit with Japan in the current trade volume equivalent to USD 90 billion for a year between Korea and Japan. This study analyzes the several factors inducing the deepening of Korean trade deficit with Japan in Japanese economic policy toward Korea and its countermeasures under Park’s regime. Economic policies toward Japanese capital of Park’s administration were started on the assumption that much inflow of Japanese capital would bring the transfer of Japanese technologies and it would eventually maintain the stabilization of the balance of payment. However such Korean economic policies only focused on attracting Japanese capital in the export-oriented manufacture industries and it resulted in the failure of the development of import-substitute industries in domestic. It was shown the limitation of Korean government’s countermeasure on Japanese economic policies toward Korea.
