공화주의 교육으로의 전환: 시민적 평등과 비지배를 위한 교육으로

이 논문은 날로 심해지는 양극화 현상과 이에 맞물린 심각한 교육 불평등을 해소하기 위한 한 방책으로서 우리 교육의 기본 원리를 공화주의에서 찾아보려고 한다. 즉 개인들 간의 무한 경쟁에서 승리를 위해 도구적 지식의 단순 습득 능력의 고양을 목표로 하는 개인주의적 자유주의 교육관에 대한 대안으로서 공동체의 공동선과 공공의 복지를 실현하기 위해 예비 시민으로서 필요한 비판적 이성의 연마를 목표로 하는 공화주의 교육관을 소개하고 검토하려고 한다. 이러한 공화주의 교육관은 이미 임시정부의 건국강령 안에서 찾아 볼 수 있고 현대 서양의 공화주의자들의 사상에서도 강조되고 있다. 대표적으로 마이클 샌들의 ‘육성적’ 공화주의는 공동선의 실현을 위한 참여와 연대를 습득할 수 있는 시민성 교육을 강조하였고, 필립 페티트의 ‘비지배’ 공화주의는 학교 자체를 조그만 공화국으로 만들어서 그 안에서 ‘비지배’와 서로 돌봄의 가치를 습득할 수 있는 교육은 어떻게 가능한지를 모색하고 있다. 이러한 공화주의 교육 원리는 이미 1941년 대한민국 임시정부가 발표한 건국강령 안에 제시되어 있다. 앞으로 남은 문제는 교육 현장에서 공화주의의 원리가 구현될 수 있는 방안을 치밀한 실증적 연구를 통해 찾아내는 것이다. 그리하여 학생들에게 참여와 유대감과 연대를 통해 공동선을 함께 찾아 나서게 하고, 이 과정에서 자신의 의견과 다른 의견들을 배제하지 않고 숙의를 통해 조정하게 하고, ‘비지배’의 태도가 내면화되어 동료 구성원으로서 서로가 서로를 돌볼 수 있는 도덕적 능력을 키워 주어야 한다.
Abstract
This paper insists that civic republicanism is to be an alternative basic principle of education in recent tragic milieu of social polarization and unequality of education. While individualistic liberal education which aims at winning in competition in the name of achieving educational superiority incurs the dehumanization of world by legitimating ‘the winner takes all’, on the contrary civic republican education pursues solidarity and equality between citizens by trying to transform schools into small republics in which pupils learn and practice the principles of civic virtues including participation, deliberation and ‘non-domination’ through which common good and general welfare can be realized. This paper discusses two representative contemporary views of republican scholars such as Michael Sandel and Philip Pettit which emphasize civic education of citizenship and pedagogy of ‘non-domination’ respectively. However, this paper excavates this civic republican principle of education in Korean history as well, especially in Korean provisional government’s constitutional Founding Code in 1941, and suggests that Korean educators should find out the way back to the future to solve the present problems.
