베트남 전쟁에도 불구하고 세계적으로 미국과 소련의 데탕트가 진행되던 1960년대 말 한반도에서는 새로운 전쟁 발발에 대한 불안감이 커졌다. 1968년 초에 북한 특수부대가 서울로 침투한 1.21 사건이 발생했고, 며칠 뒤 북한이 동해에서 미 해군 정보함인 푸에블로호를 나포했기 때문이다. 미국이 기대한 소련의 중재는 소련의 거부로 불가능했고, 유엔 안보리에서 다루려던 푸에블로호 사건은 안건 상정도 되지 못했다. 미국은 무력 충돌보다 외교적 해결을 원했고, 북한도 북미 직접 협상을 원했다. 판문점에서 2월 초부터 12월 말까지 진행된 북미협상으로 푸에블로호 승무원들은 석방되었는데, 북한은 미국과의 협상으로 국제무대에 존재감을 과시했다. 남한은 북미 대화에 배제된 것에 불만을 표출했으나 한국군 현대화에 대한 미국의 구체적 지원을 얻어냈다. 1969년에 봄 북한이 동해에서 미군 정찰기를 격추했으나 푸에블로호처럼 긴장이 격화되지는 않았다. 같은 해 여름 군사분계선 인근에서 북한이 미군 헬리콥터를 격추하고 포로로 잡은 미군은 북미협상을 통해 12월에 석방되었다. 프랑스는 1960년대 말 한반도의 위기 상황이 냉전을 격화시킬 것을 우려했고, 일련의 갈등이 외교적으로 완화하는 것을 긍정적으로 인식했다.
Abstract
In the late 1960s, when the world was engaged in a U.S.-Soviet détente despite the Vietnam War, there was growing anxiety on the Korean Peninsula about the outbreak of a new War. In early 1968, the January 21 incident occurred, when North Korean special forces infiltrated Seoul, and a few days later, North Korean forces captured a U.S. Navy intelligence ship, the Pueblo, in the East Sea. Soviet mediation, which the United States had hoped for, was impossible due to Soviet refusal, and the Pueblo incident was not even on the agenda of the UN Security Council. The U.S. wanted a diplomatic solution rather than armed conflict, and North Korea wanted direct U.S.-North Korean talks. The U.S.-North Korean talks in Panmunjom from early February through late December resulted in the release of the Pueblo crew. North Korea’s negotiations with the U.S. have raised North Korea’s status on the international stage. South Korea resented being excluded from the talks, but gained concrete U.S. support for modernizing the South Korean military. In the spring of 1969, North Korea shot down a U.S. military reconnaissance plane in the East Sea, but tensions did not escalate as they had with the Pueblo. In the summer, North Korea shot down a U.S. helicopter near the Military Demarcation Line and took a U.S. soldier prisoner, who was released in December through U.S.-North Korean negotiations. France worried in the late 1960s that the situation on the Korean Peninsula would escalate the Cold War, and perceived the diplomatic de-escalation of the series of conflicts as positive.
