Abstract

The purpose of this paper is to examine the continuity and change of the German environmental movement through the activities and ideology of the German Forest Protection Association, which was founded in West Germany in 1947. The continuity thesis of the post-war German environmental movement is affirmed by the personal and ideological continuity of the association. The forest discourse of the 1950s continues the tradition of 19th-century forest nationalism, but it also contains progressive elements that would emerge in the age of ecology of the 1970s. While this paper agrees with the view that 1970 was a “great shift in nature conservation,” it also points out that there was a dynamic forest conservation activity in the 1950s and 1960s. Since 1970 there has been a clear change in the activities and self-consciousness of the association, which is reflected in the expansion of its focus from ‘German forests’ to the protection of ‘tropical forests.’ The German Forest Protection Society, which sought a balance between nature conservation and environmental protection and expanded its direction to environmental awareness education, is a good example of what Jens Ivo Engels called “ecologicalized conservation.”
