1990년대의 목재난 논쟁은 독일 환경사를 독성학의 분야로부터 사회경제사로 전환시킨 중요한 역사학적 의미를 갖고 있다. 그러나 오늘날의기후위기 시대의 시점에서 볼 때 이 논쟁이 성취한 가장 큰 성과는 인간사회와 숲 사이의 복잡한 상호작용에 대해 치밀하게 상고하는 연구를 시작했다는 데에서 찾을 수 있다. 본고는 바로 이러한 미래지향적인 관심에서 목재난 논쟁을 재방문하여 그 확장적인 함의를 도출해 보고자 하였다. 우선, 목재난 논쟁의 전모를 살피면서 논쟁의 쟁점이 되었던 근세 목재난의 실상과 논쟁의 후속 성과까지 톺아보았다. 다음으로는 목재난 해결의 실마리가 되었던 18세기 산림개혁을 지속가능성과 생태주의 컨셉을 중심으로 살펴보았다. 마지막으로 1990년대의 목재난 담론에서는 논쟁의 중심에 서지 못했지만, 숲의 생태적 가치를 기후위기 시대의 숲과 기후라는 핵심어를 중심으로 검토하였다. 결론적으로는 숲과 권력의 관계로 돌아와 기후위기 시대를 위한 생태권력의 문제를 간략히 논의하였다.
Abstract
The wood crisis debate has a significant historiographical meaning in the history of German Environmental history, i.e. transforming it from a historical branch of toxicology into a socio-economic history. However, its biggest achievement is, seen from the perspective of the era of climate crisis, is to be found in the fact that the debate has triggered to intensively study about the complex relationship between human society and forest. This paper revisits the wood crisis debate from this very future-oriented interests and tries to excavate its extensive meaning. First, not only the main focuses and results of the wood crisis debate are discussed, but also its subsequent studies about the historical relationship between forest and power are discussed. Secondly, the forest reform and the rise of the modern forest study in the 18th. century, after the outcry over the wood crisis started tapering, were discussed as important subject matters taking sustainability as a keyword. Lastly, taking advantaging of the recent environmental scientific research, this paper looks into the ecological value of forest, which was not located in the center of the wood crisis debate. As a conclusion, the question of the ecological power for the era of climate crisis was raised and briefly discussed.
