Abstract

During the early Joseon period, the activities of the Wakou (倭寇, Waegu, Japanese pirates) experienced a temporary decline over the years 1410 to 1418. One of the direct and primary reasons for this decline was the implementation of a grain grant arrangement to Tsushima Island, initiated in 1406. The conventional view holds that the so-called “appeasement policy,” which included the grain grant, contributed to the reduction of Wakou activity, albeit at the cost of increasing burdens on the Joseon government; consequently, a “restriction policy” was introduced later in response. However, this interpretation presents a critical flaw: both the grain grant arrangement and the restriction policies were implemented almost simultaneously, around 1406–1407, undermining the chronological logic of the conventional narrative. This study reexamines the background of the grain grant arrangement in the context of rapidly shifting geopolitical dynamics in East Asia. In line with the Yongle Emperor’s appeasement policy toward the Jurchens beginning in 1403, major Jurchen groups were incorporated into the Ming dynasty’s weisuo (衛所 ; guard post) system by 1405. As a result, Joseon perceived an increasing security threat along its northern frontier. In February 1406, Kim Mun-nae (金文乃), a leader of the Udige (兀狄哈) tribe of the Jurchens, launched a raid on Gyeongwon. In response, the Joseon government began formally implementing the grain grant arrangement by sending 200 seok (石 ; koku) of grain to Tsushima in March of the same year. In return, Sou Sadashige (宗貞茂), the lord of Tsushima, implemented a policy to suppress Wakou activity. Around 1407, the Joseon government began issuing a series of supportive, regulatory, and defensive measures directed at the Japanese, as it had come to expect the cooperation of the Tsushima lord from that point onward. This study refers to the diplomatic relationship between Joseon and Japan during this period - encompassing these policy measures - as the “1407 Diplomatic System” or the “Diplomatic System of the 7th Year of King Taejong.” As a result of this diplomatic system, Wakou activity along the southern frontier had virtually disappeared by 1409. With the southern border stabilized, the Joseon government was able to initiate active military campaigns against the Jurchens in the north. The first such campaign, launched in March 1410, was successful, and from 1411 onward, Joseon was largely free from Jurchen military threats along its northern frontier. This period of peace on both the southern and northern borders continued until 1418, the year Sou Sadashige - the Tsushima lord who had understood and upheld the 1407 Diplomatic System - died.
