Abstract

Choson government have carried out a variety of policies to check Japanese Pirates from the early period of National Foundation. As a result of that, Japanese traders increased greatly whereas the invasion of Japanese Pirates decreased around the 9th year of King Taejong' reign. But according to the increase of Japanese traders, the new problems such as the public security and the adverse current of trades occurred. So Chonson government began to revise the provisions related to the treatment for Japanese traders to solve these problems. The provisions were mainly revised from the 20th year of King Sejong' reign to the 25th year of the King. In the same period Choson also made Munin System and concluded Gyehae treaty with Japan. These two systems contributed to control Japanese thoroughly and to incorporate Tsushima into the foreign order of Choson. The provisions of treatment for Japanese were completed in the early period of King Seongjong by supplementing defects as they revealed some problems in the process of enforcement. Since then, the provisions were included in the Chobingeungjeopgi of Haedongjegukgi and became a typical model of the treatment of Japanese. Chonson government continued to try to economize expenditure carrying out the provisions of treatment to Japanese thoroughly whereas Japanese wanted to maximize profits in trades with Choson. Interests between two countries were at last clashed and Sampowaeran broke out as a result of that. After that, the relations of two were getting worse while repeating severance and recovery of diplomatic relations. In spite of that, two countries did not give up discussions about the provisions completely and so many articles of the provisions were maintained until the late Choson. In short, the significance of the provisions lies in that they have worked as a main factor to keep up diplomatic relations between Choson and Japanese in the first half period of Choson.
