Abstract
During the reign of King Mu of Baekje, politics and foreign relations developed in close connection. King Mu strengthened internal royal authority through external diplomacy, while also enhancing Baekje’s international standing. Therefore, it is necessary to examine the political and external relations of Baekje during King Mu’s era in a more three-dimensional way. After his accession, King Mu launched a military campaign against Silla. As the son of King Beop, he inherited the aggressive policies of King Wedeok, King Hye, and King Beop’s era, and initially attacked Silla. However, this campaign ended in defeat, which actually weakened royal authority and temporarily prevented further military campaigns. Following the defeat, King Mu sought to overcome internal and external difficulties by resuming large-scale diplomacy. From 607 to 615, Baekje dispatched envoys to the Sui Dynasty almost every year, and Sui regarded Baekje as more advantageous than Silla in the context of the Great Goguryeo War. Additionally, Baekje’s support for Japan’s diplomacy indicates that Baekje was aiming to expand its diplomatic network, forming a broader relationship chain of Sui-Baekje-Japan. The achievements of Baekje’s large-scale diplomacy during King Mu’s reign led to the strengthening of royal authority and active external engagement. From the 620s, Baekje can be divided into early and late periods. During this time, Baekje appears to have formed a worldview centered on King Mu as the “Great King.” The sense of kingship during King Mu’s era was strongly influenced by Buddhism, which was shaped through exchanges with Sui. The establishment and reorganization of Baekje’s territorial boundaries, along with the military campaigns against Silla, were closely related to this sense of kingship and the idea of the “Great King.” However, King Mu’s concept of the “Great King” was rejected by the Tang Dynasty. Under Tang’s policy of maintaining the status quo, Baekje’s idea of kingship could not be accepted. In response, King Mu strengthened diplomacy with Tang and internally focused on reinforcing royal authority through projects like the reconstruction of the Sabi Palace and the appointment of crown princes. Through these efforts, King Mu was able to reassert the image of the “Great King” both internally and externally, and it seems he achieved some success in his military campaigns against Silla.
