NAFTA는 치열해진 국제경쟁에서 역내기업들의 생존을 돕고자 했으며 특히, 최대 교역분야인 자동차 산업에서 외국계 기업들의 약진에 대응하여 미국계 기업들에게 훨씬 유리한 환경을 제공해주고자 했다. 즉, 높은 역내조달기준을 부과하여 외국계 기업들에게 역내교역 자유화의 혜택이 돌아가는 것을 막으려고 했다. 북미전역에 생산시설을 두루 갖춘 미국계 기업들은 생산합리화를 통해 처음부터 역내교역을 늘릴 수 있었으나 외국계 기업들은 우선 역내 생산시설을 늘려야 하는 부담을 안게 되었다. 그러나 초기의 이러한 불리함은 결과적으로 외국계 기업들이 역내생산을 증가시켜 북미자동차 산업에서 생산전환이 발생하는 요인으로 작용하였다. 즉, 북미자동차산업을 세분화해서 분석해 보면 NAFTA 이후 승용차 부문에서 외국계 기업들의 생산비중이 크게 늘었으며 미국계 기업들은 높은 관세가 부가되는 트럭 시장에 집중하는 생산전환이 이루어졌다. 본 논문은 이와 같은 생산전환이 NAFTA 이후 실제로 일어났음을 계량분석을 통해 밝히고 있으며 이는 자동차 분야의 재협상 논란이 있는 한·미 FTA에 대해서도 중요한 시사점을 제공한다.
Abstract
The first and immediate purpose of the FTA may be the expansion of trade with lower barriers. However, enhancing efficiency through industrial restructuring to survive the more competitive environments will be more important reason to engage in such an agreement. NAFTA, especially, aimed to help Big3 auto makers in a battle with foreign trans auto makers. As NAFTA tried to block the foreign trans auto makers benefiting from free trade, their approaches differed from what Big 3 auto makers did. That is, in the face of a very high domestic contents requirement, foreign trans auto makers had to expand their production capacity within North America and, eventually, capture the larger production share. Big 3 then had to expand production share in highly protected truck segment. This paper tries to link this production diversion with NAFTA itself and empirical support can be established. Although the structural changes should have been the result of adaptation by economic participants, as FTA itself set the rules of competition, the course of restructuring can be controlled in advance. This gives various lessons for Korea in (re)negotiating and implementing FTAs with the U. S, especially for the auto market.
