Abstract

This paper examines the optimal market entry strategies of a multinational firm in a non-EU member country to enter the EU market, considering the EU’s approach to coordinating member countries’ TBTs. It constructs an asymmetric three firm, three country model wherein two countries are EU members. The EU members employ harmonization(HR), mutual recognition (MR), and national treatment(NT) to eliminate TBTs among them. Each representative firms supplies their goods exclusively to a developed country in the EU. The multinational firm considers three EU market entry strategies: export, market seeking FDI and export-platform FDI. The paper shows that if the market size is large enough, or if the average marginal costs of the three countries are small enough, or if the average fixed costs of the EU members are small enough, then the multinational firm is more likely to choose market-seeking FDI under NT while it is more likely to choose export- platform FDI under MR and HR. The study also analyzes optimal mutual recognition agreement(MRA) policies of the non-member country. It shows that if the marginal costs gap among countries is small enough, then MRA with the EU always improves the welfare of the non-member country. In addition, under such conditions, if the market size is sufficiently small and if the fixed costs gap between EU members is sufficiently large, then the non-member country should prioritize MRA with the EU in the industries under HR rather than those under MR.
