본 연구는 FTA가 중소․중견기업에 미친 영향을 다양한 측면에서 분석하여 기존 FTA 정책의 포용성 강화를 위한 정책 대안 제시를 목적으로 한다. FTA 혜택이 대기업에 비해 상대적으로 소외되었다는 인식이 지속되고 있음에도 중소․중견기업 중심의 효과분석 연구는 제한적인 상황이다. 이에 본 연구는 FTA가 중소․중견기업의 수출에 미친 영향이 산업과 기업 특성에 따라 어떻게 달라지는지 분석하여 정책 시사점 도출하였다. FTA가 중소․중견기업의 성장에 기여한 정도인 FTA 효과 중력모형을 활용하여 분석하여 그 효과를 산출하였다. 특히 FTA가 중소․중견기업의 수출에 미친 영향을 분석하기 위해 내연적 효과와 외연적 효과를 구분하여 실증분석을 결과를 제시하였다. FTA 발효가 전체 기업, 중소․중견기업의 수출액에 긍정적인 효과를 미치고 있으며, 전체 기업 대비 중소기업 효과는 1/3 수준으로 의미가 있는 것으로 나타났다. FTA가 수출 품목 수에 미치는 영향은 전체기업․중견기업에서는 긍정적인 영향을 미치고 있는 것으로 나타났으며, FTA가 중소기업의 외연적 성장에 영향을 미치는 것으로 나타났다.
Abstract
This study aims to present policy alternatives to strengthen the inclusiveness of existing FTA policies by analyzing the effects of the FTA on SMEs and midsize companies from various aspects. Although the perception that FTA benefits are relatively marginalized compared to large companies continues, research on effect analysis centered on small and medium-sized companies is limited. Therefore, this study drew policy implications by analyzing how the FTA's effect on exports of small and medium-sized enterprises varies according to the characteristics of industries and enterprises. The effect was calculated by analyzing the FTA effect gravity model, which is the degree to which the FTA contributed to the growth of SMEs. In particular, in order to analyze the impact of the FTA on the exports of small and medium-sized enterprises, the results of an empirical analysis were presented by dividing the internal and external effects. The entry into force of the FTA has a positive effect on the exports of all enterprises and small and medium-sized enterprises, and the effect of SMEs compared to all enterprises is found to be significant at a third level. The effect of the FTA on the number of export items was found to have a positive effect on all companies and mid-sized companies, and the FTA was found to have an effect on the outward growth of SMEs.
