본 연구는 독일의 통일을 사례로 하여 한반도가 통일 될 경우 사회복지분야에서 고려되어야 할 사항을 검토하고 예상되는 복지국가형태를 살펴보는 것을 목적으로 한다. 남북한의 통합과정에서도 북한의 사회복지를 어떻게 설계할 것인가는 가장 핵심적인 문제로 등장할 수 밖 에 없다. 왜냐하면 사회복지는 남북한 간에 발생할 수 있는 체제의 이질성과 갈등을 완화하고 공동체적 동질성을 회복하기 위한 결정적 역할을 할 것이기 때문이다. 남북한 주민의 경제수준과 복지수준의 차이가 큰 현실에서, 통일이 되었을 때 발생할 수 있는 대량 이민에 대한 응급적인 거버넌스와 실업에 대한 준비가 우선 시급한 과제이며, 장기적으로 소득보장, 의료보장, 사회서비스, 일자리 창출 및 통일재원마련 등을 어떻게 해결해 나갈 것인가에 대한 준비가 본격적으로 시작되어야 할 것이다. 통일이 현재의 대한민국이 당면한 많은 문제에 어떤 작용을 할지에 대해서 정확하게 예측하기는 불가능하다. 분명히 통일로 인해 많은 비용이 소요되고 상당한 시행착오를 겪을 것이다. 하지만 통일은 저출산 등 많은 문제의 해결과 선진 복지국가로 도약할 수 있는 계기를 만들어 줄 것이다. 나아가 2,400만 명의 북한 주민들이 수십 년간 지속된 봉건적이고 퇴행적인 독재를 청산하고 안정적인 법치국가에서 보다 높은 수준의 복지를 향유하면서 살 수 있게 될 것이다.
Abstract
This study aims to analyze the reunification experiences of Germany in the social welfare sector, if the Korean peninsula is going to be unified near future. What should be considered and what form of welfare state can be expected after the Korean peninsular reunification? In the unification process, how to design the social welfare system in former North area, appears to be one of the most critical issues. Social welfare system, if designed eloquently, could mitigate the heterogeneity between the South and North as well as inter-Korean conflict. In addition, it plays the decisive role for restoring the collective identity. Therefore, establishing the efficient social welfare system is a task that should be considered as number one priority, for the stability and continuity of a unified Korean peninsula. In reality, the difference between South and North Korea in the economic and welfare levels seems enormous. An emergency of governance for the mass immigration and solving high unemployment rate may be the first urgent task of the unified government.. When viewed in the long term, how to solve income gap, pensions, employment, health care guarantee, and unification cost burden per capita would be additional important tasks. Obviously unification cost may be skyrocketing if, during the unification process, the unified government repeats trials and errors. In the end, it is certain that unification will bring more benefits than costs. Above all, unification will bring intangible benefits beyond the economic dimension. It will give an opportunity to create a lot of problems to solve, such as a low birth rate. Furthermore, the new nation-state of 80 million population will be able to become a developed welfare state in the world.
