통일대비 북한 사회복지서비스 전달체계 구축 방안 연구

Abstract

It is extremely crucial, for effectiveness of social welfare policies, to develop appropriate social service delivery system and to manage funding, clients and types of financial aids. However, developing social welfare service delivery system for North Korea in preparation for the reunification has been relatively neglected while the reunification of social welfare system of South and North Korea is intensely discussed. Establishment of social welfare service delivery system for North Korea should be a prerequisite in order for cost-effective social welfare system and successful social unification. This study is to explore building plans of social welfare service delivery system that is a complementary strategy to North Korea’s ‘social safety nets’ at this stage. The study also argues, the urgent necessities to develop social welfare service delivery system for North Korea at the moment of maintaining the divided nation and they are the first, construction of welfare infrastructure in North Korea, the second, reinforcement of existing social welfare service delivery system in North Korea, the third, training professionals in North Korea, and the forth, training ‘unified social workers’ in South Korea. Recently, North Korea has founded social welfare organizations subsequently such as ‘Korean Federation for the Care of the Aged(KFCA)’. Although it is an reaction to the pressure from the international community regarding human rights, the organizations would be the great instrument for development of social welfare service delivery system and implementation of unified social welfare system of North and South Korea.
