한국의 외국인직접투자 및 정책에 대한 여론반응의 역사적 추이 분석

초록

외국인투자에 대한 우리나라의 여론반응은 도입초기에는 외국인투자를 무조건 배격하는 태도를 보이기도 했으나, 점차 산업정책과의 연계를 위한 선별도입 주장으로 바뀌고 이어서 외국인투자기업과의 경쟁을 통한 국내기업의 경쟁력 향상 효과를 기대하는 쪽으로 바뀌었다. 그러나 이러한 외면상의 태도 변화와는 달리 앞서 살펴본 바와 같은 사정에 의하여 외국인투자기업과 국내기업의 공정한 경쟁이 이루어지기 어려운 상황이었고 이를 잠재적 외국인투자자의 입장에서는 반(反)외자 정서로 받아들였을 것으로 생각된다. 다시 말해서 우리나라의 외국인투자에 대한 反외자 정서의 연원은 1960년대부터 1997년 외환위기에 이르기까지 오랜 기간의 여론 반응에 뿌리를 두고 있다고 볼 수 있는 것이다.오늘날 외국인직접투자를 둘러싼 국가 간의 경쟁은 점점 거세지고 있다. 그러나 외국인직접투자의 효과에 관한 제연구결과를 요약해 보면, 우리나라의 IT산업과 같이 국내수요가 첨단화되어 있고 연관 산업이 잘 발달되어 있으며 선진국과의 기술격차가 크지 않은 분야의 클러스터 형성에 외국인투자를 적극적으로 활용하는 것이 가장 바람직하다는 것이다. 이러한 관점에서 외국인투자 및 정책에 대한 국내의 여론 반응도 이와 같은 방향으로 유도하는 것이 바람직할 것이다.

Abstract

Although Korean policies for inward foreign direct investment have been on the way of liberalization and deregulation even permitting the hostile M &A after the financial crisis at the end of 1997, the debates on the anti-FDI emotion are still continued and foreign investors also look in with skepticism whether the Korean anti-FDI attitude has been extinguished completely or not.I consider that this foreign investors' skepticism about Korean anti-FDI attitude is related to the Korean public opinion about Korean FDI policies over forty years since 1962 when the first inward foreign direct investment was made. Because the way of thinking and attitude tends to be established with the long historical background, and not to change easily. On top of that, it is necessary to investigate whether Korean anti-FDI mood which forein investors feel is simply rooted in Korean nationalistic emotion or has the economic and political background.This study reviews the seventy seven editorials of the domestic major news papers during over forty years by major issues on Korean inward foreign direct investment and policies. Based on these reviews, I divide the stages of Korean inward foreign direct investment and policies. And I tried to understand the roots of Korean anti-FDI attitude and make an proper evaluation.
