아시아금융위기 이후 對한국 외국인투자가 크게 증가함에 따라 외국인투자가 국내 기업의 생산성 및 경제발전에 미치는 영향에 대한 관심 또한 증가하였다. 기존의 연구는 주로 외국인직접투자가 국내기업에 미치는 파급효과(spillover effect)를 분석하고 있는 데, 일반적으로 외환위기 이전의 기간을 대상으로 한 연구에서는 파급효과가 없는 것으로 나타나는 반면 외환위기 이후의 기간을 대상으로 한 연구에서는 파급효과가 있는 것으로 나타나고 있다. 본 논문은 외환위기 이전과 이후의 기간을 포함하는 기업 패널 데이터를 활용한다는 점, 외국인투자가 내생변수이어서 발생하는 문제를 대체변수를 이용하여 극복하고 있다는 점, 그리고 포트폴리오 지분투자 기업을 포함하고 있다는 점에서 기존 연구와 차이가 있다. 본 논문은 먼저, 외국인투자 기업들이 전반적으로 국내기업보다 높은 생산성을 향유하고 있어 생산성 파급효과를 유발하는 원천이 될 수 있음을 보여주고 있다. 그러나 결과는 계량기법에 따라 차이를 보이고 있어 결정적인 결론을 내리기는 힘들다. 다만, 가장 신뢰성이 높다고 볼 수 있는 대체변수추정식 결과에 의하면 음의 수평적 파급효과가 나타나고 있다. 이는 최근의 국내기업 패널 연구 결과와는 상반되나 그전의 산업차원 분석 결과, 그리고 외국의 일부 연구결과와는 유사한 것이다. 이러한 결과는 외국인투자에 의한 긍정적 파급효과, 특히 수평적 파급효과는 과대평가되어서는 안 되며 개별 산업에 대한 보다 정교한 분석이 필요함을 암시하고 있다.
Abstract
The sharp increase in foreign investment following the recent Asian crisis led to increased interest in assessing its impact on the Korean economy. Previous studies of spillover effects of foreign investment in Korea show mixed results, possibly due to different time frame and firm samples being the subject of study in different studies. The major contribution of this paper is in providing an updated study encompassing both the pre and post crisis data. It also carries out instrumental variables estimation, using more reliable instruments for foreign investment which has little correlation with firm-specific changes in Korea that may affect productivity. The instrumental variables estimation result suggests that there is negative horizontal spillovers. However, no firm conclusions can be made with respect to either horizontal or vertical spillovers since results were not robust to different estimation techniques.
