본 연구는 정규직 노동비용의 불확실성 하에서 기업의 고용형태 결정에 미치는 영향을 이론적으로 분석하였다. 이를 실증적으로 보여주기 위해 우리나라의 「사업체패널자료」(2002～2003년)를 이용하였는데, 분석결과 사업체 평균적으로 고용의 유연성 확보와 인건비 절감 등 내부노동시장의 경직성을 극복하기 위한 수단으로 비정규인력을 활용하는 것으로 나타났으며, 생산물 수요의 변동성이 클수록 비정규직 고용비율을 확대하는 것으로 나타났다. 또한 기업내부의 경쟁전략이 비정규 노동인력 활용에 正(+)의 영향을 미치는 것으로 나타났는데, 이는 비정규 노동력의 활용이 내부노동시장의 구조조정 전략과 상호보완적 성격을 가지고 있음을 의미한다.
Abstract
Several literatures investigate the firm’s determinants of a demand for non-regular employment. Most of these analyses is empirical, using small sample survey data. This paper contributes to this literature by developing an analytical framework to show how wage uncertainty regarding the employment of regular workers motivate employers’ use of non-regular workers. Empirical evidence using a panel survey of over 2,000 Korean establishments concerning their use of non-regular workers for two years shows that wage levels, inclination to the enhancement of employee controls, characteristics of a main product predict a demand for non-regular workers. These results are controlled by industry, establishment size, and the presence or absence of a labor union. It appears that non- regular workers are complement with the restructuring strategy of internal labor markets.
