Abstract

One of the most important changes in Asia that has occurred since the 1997 crisis is the sharp drop in fixed investment. The goal of this paper is to determine possible causes of this change, analyzing both macro and micro data. In particular, this paper examines whether the recent investment drop was caused by either a) changes in the determinants of investment or b) changes in the relationship between investment and the determinants. The results of this paper suggest, first, that the recent fall in investment is not fully explained by changes in the determinants of investment: the determinants do not seem to have deteriorated sufficiently since the 1997 crisis. Second, for crisis-hit countries such as Korea, Malaysia, Thailand, Indonesia, and Philippines, the post-crisis decrease in investment can be explained by structural changes in the investment equation, particularly by increased sensitivity to debt burden. Third, for other Asian countries such as Japan, Hong Kong, Singapore, and Taiwan, however, the same explanation does not work. Fourth, these patterns are commonly observed in country-level macro data and firm-level micro data.
