일본의 지역간 소득격차 요인 분석 : 기술효율, 기술변화 및 자본축적을 중심으로(1975~1997년)

초록

본 연구는 1975년부터 1997년까지의 일본 도도부현 자료를 이용하여 기술발전, 기술적 catch- up 및 자본축적의 관점에서 일본의 지역간 소득격차문제를 다루었다. 본 연구의 주요 결론은 첫째, 기술발전은 지역간 소득격차를 확대시키는 요인으로 작용하였다. 이러한 결과는 내생적 성장이론의 주장과 일치한다. 둘째, 자본축적은 지역간 소득격차를 축소시키는 것으로 나타났으며, 이는 외생적 성장이론에서 자본의 한계생산성 체감이 자본이동을 초래하여 지역 간 소득격차를 완화시킨다는 주장을 뒷받침한다. 셋째, 기술적 catch-up의 경우 1990년 이전에는 소득격차를 확대시키는 것으로 나타났고 1990년 이후에 오히려 소득격차를 축소시키는 것으로 나타났다. 넷째, 1990년 이후 일본의 지역격차가 완화된 것은 기술확산이 소득격차 축소요인으로 전환되면서 기술발전의 격차확대 효과를 상쇄하였기 때문이다.

Abstract

This paper tries to shed empirical light on the relationship between economic condition and regional income gap and the determinants of regional income gap, using the data of 46 Japanese prefectures for the period, 1975～1997. This paper mainly analyzes the effects of technology advance, technological catch-up, and capital accumulation on income gap which are concerned very importantly in the endogenous and exogenous economic growth theories. The empirical findings are as follows. First, the technology advance functions widening income gap among the regions. This finding is consent with the argument of the endogenous growth theory. Second, as the exogenous growth theory argues, capital accumulation declines the income gap. Third, technological catch-up has different impacts by the economic condition. It works widening the income gap when Japan is in economic booms before 1991, while it worsens the income gap for the period of economic recession since then.
