한국의 신규 주택공급 가격탄력성 변화: 시도별 패널데이터 분석

본 연구는 시도별 패널데이터로부터 지역별 특성을 고려하여 주택공급의 가격탄력성을 추정해 보고, 가격탄력성의 시간별 추이에 대해 분석해 봄으로써 주택가격 변화에 대한 주택공급 요인의 역할 및 향후 주택시장 관련 정책 수립 및 설계에 시사점을 제공해 보고자 하였다. 2004년부터 2022년까지의 전체 분석기간을 대상으로 추정 된 신규 주택공급 가격탄력성은 약 1.21%로 추정되었으며, 토지의 개발 및 활용에 대한 규제와 택지공급 정책 등이 신규 주택공급에 유의한 영향을 준 것으로 확인되었다. 둘째, 2004년부터 2012년까지의 가격 탄력성은 2.42%로 추정되었지만, 2013년 이후의 추정된 가격탄력성은 약 0.65%로 크게 감소하였다. 셋째, 가격탄력성은 시간이 지남에 따라 감소하는 모습이었으며, 특히 대도시를 중심으로 주택공급의 가격탄력성이 크게 하락하는 모습을 보이면서, 결과적으로 이러한 부분들이 최근 주택가격의 큰 상승에 기여했을 가능성을 확인할 수 있었다.
Abstract
The purpose of this paper investigates to what extent the price elasticity of housing supply has been changed in South Korea. This study is trying to estimate the price elasticity of new housing supply via System GMM approach from regional panel data in South Korea, and is analyzing the changes in trend of price elasticity. Empirical results show that from 2004 to 2022, the estimated price elasticity of housing supply is 1.21%, and 1.73% in the long-run. In addition, land-use regulation and housing-supply policies affect the price elasticity of housing supply. Second, the estimated price elasticity is 2.42% from 2004 to 2012 but 0.65% after 2012. Third, price elasticity of housing supply has decreased over time, as shown in rolling-window regression estimation, which means that the decline in price elasticity of housing supply contributes to the recent spike in house price fluctuations. And lastly, the price elasticity of housing supply has declined, especially in large cities including Seoul, Gyeonggi, Incheon, and 5 metropolitans.
