본 논문에서는 중심-주변부 형태의 지역을 상정하고, 주변부의 산업집적을 유도할 목적으로 낙후지역에 재입지하는 기업들에게 지급되는 보조금의 실효성에 대하여 신경제지리학적 접근을 통하여 분석해보았다. 기업은 주변부 지역으로 기존의 자본을 일부 또는 모두 이전 하거나 신규 투자를 행하여 재입지할 수 있다. 그러나 지급된 보조금 규모가 중심지에서 얻고 있었던 기존의 장기 균형이윤을 보상해주는 수준에 미치지 못한다면, 단기에 형성된 주변부의 산업집적이 유지되지 않고 기업들이 다시 중심부로 회귀해버릴 수 있다. 이는 보조금을 통해 주변부 지역의 산업집적을 일시적으로 유도할 수는 있을지언정, 형성된 집적체의 유지가 장기적으로도 보장되지는 않음을 시사한다.
Abstract
Consider two regions with a core-periphery structure, and suppose that the government provides subsidies to firms relocating to peripheral regions in an effort to promote industrial agglomeration in underdeveloped areas. This paper analyzes the effectiveness of such policies via the New Economic Geography approach. The effects of subsidies are probed using the core-periphery model and the concept of short- and long-run equilibria of monopolistic competition. In our model, firms can not only transfer their capital to peripheral regions, but can also relocate through new investments. If the subsidy given falls short of compensating for the loss incurred in the long-run profits enjoyed in the core, the agglomeration formed in the peripheral area will not sustain itself in the long haul, and firms may scramble back to the core area in the periphery’s demise.
