지방투자촉진보조금 배분 요인에 관한 연구:국가균형발전에 대한 함의

본 연구는 지방투자촉진보조금 배분에 미치는 영향을 실증적으로 분석하는 것을 목적으로 한다. 지방투자촉진보조금은 국가균형발전을 위한 중요한 정책수단 중 하나임에도 불구하고, 이에 대한 학술적인 논의는 여전히 미비하였으며, 무엇보다 실증적인 접근은 지금까지 없었다. 이를 위해서 본 연구에서는 2004년부터 2017년까지 서울, 인천, 경기 등 수도권 지방자치단체를 제외한 14개 광역지방자치단체를 대상으로 지방투자촉진보조금이 어떠한 요인에 의해서 배분되는지를 분석하였다. 본 연구에서는 정치적 요인을 통제하고 경제적 요인이 지방투자촉진보조금 배분에 미치는 영향을 분석하였다. 분석결과 경제적 요인 중에서 지역내총생산과 재정자립도는 지방투자촉진보조금에 부(-)의 영향을 미치는 것으로 나타났다. 한편 통제변수로 설정한 정치적 요인 중에서 지방선거 득표율과 투표율은 지방투자촉진보조금에 부(-)의 영향을 미치는 것으로 나타났다. 진보성향 지방자치단체장은 지방투자촉진보조금에 부(-)의 영향을 미치는 것으로 나타나 보수적 성향의 자치단체장이 이러한 보조금에 더 많은 관심을 가지는 것으로 나타났다. 이러한 결과를 통해 지방투자촉진보조금 배분의 메커니즘 이해를 증진하고, 향후 보조금의 효과적인 배분을 위한 시사점을 제공했다는 점에서 본 연구의 함의가 있다.
Abstract
This study aims to investigate the determinants of allocation on local investment promotion subsidies. There are very few studies on the promotion of local investment, though it is an essential policy tool in balanced national development. Academic works mainly focus on discussing its current challenges; however, this subsidy’s logic is still un-explored. To overcome existing academic limitations, this study analyzed the determinants for which local investment promotion subsidies were distributed among 14 regional local governments excluding metropolitan areas such as Seoul, Incheon, and Gyeonggi from 2004 to 2017. In this study, political and economic factors are considered as significant factors on local investment promotion subsidies. As a result of the analysis, it was found that fiscal independence had a negative (-) effect on local investment promotion subsidies among economic factors. In contrast, the local election turnout has a negative (-) effect on the local investment promotion subsidy among the political factors set as a control variable. Non-progressive mayor or governor have more interest in attracting this subsidy, which is found to have a negative (-) effect on the investment promotion subsidy. From results, this study has significance in that it improves understanding of these subsidies’ allocation logic and provides implications for effective allocation of subsidies in the future.
