인구주택총조사는 사회환경 및 조사환경의 급격한 변화에 따라 조사표 재설계 요구에 직면해 있다. 이 연구는 2015년 인구주택총조사 표본조사표 기반 마련을 목적으로 2010년 조사표에 인지적인 접근법을 적용하여 주요 항목들에 대한 응답자의 이해 및 해석의 문제를 진단하였다. 총 2라운드에 걸쳐 진행된 인지면접을 통해 혼인상태, 5년 전 거주지, 가구구분, 주거용 연면적 등 주요 항목들에 대해서 구체적인 수정안을 제언하였다. 이 연구가 조사표 분야에서 갖는 의의는 여러 가지가 있다. 첫째 구체적인 경험적 근거를 통해서 조사표 수정안을 제언했으며, 수정안이 나오기까지의 전 과정에 대한 문서화작업을 시도했다는 점이다. 둘째, 조사표 평가 과정에서 인지면접을 활용했다는 것도 중요한 특징이다. 이는 전문가검토나 현장시험조사를 통한 조사원 보고 위주의 전통적인 조사표 평가 방식에서 벗어나 응답자 관점에서 조사표를 평가했다는 점에서 눈여겨볼 만한 진전이라고 할 수 있다.
Abstract
The Census questionnaire redesign has been required due to the rapid change of societal and survey environment. This research is to establish the 2015 Census Questionnaire, specifically the long form. To achieve this goal, we conduct cognitive interviewing to diagnose the problems which are caused by respondents' understanding of the questions as a first step. Through two rounds of cognitive tests, we recommend alternative question wording of core items including martial status, place of previous residence, household type and so on. This research has an important role in the field of questionnaire design in Korea. Firstly, based on the specific empirical evidence, we suggest the revision of questionnaire design and documentation for the whole process. Secondly, it is important that we use cognitive interviewing to evaluate the questionnaire. It may be a huge step for us to make an improvement of questionnaire design from the perspective of respondents, while traditional pretest methods relied on interviewers' debriefing after a small field test.
