이 연구는 총조사자료와 주민등록자료를 구체적으로 비교하기 위하여, 주민등록 세대수와 총조사 가구 수 차이를 살펴보았다. 이를 위해 총조사의 가구 개념과 주민등록자료의 세대 개념을 비교하였다. 그리고 주민등록 세대수와 총조사 가구 수를 시도, 시군구, 읍면동 세 단계로 나누어 살펴보았다. 먼저 주민등록자료의 세대와 총조사의 가구의 개념적인 정의와 실제자료 수집을 검토했을 때 유사점뿐만 아니라 차이점을 발견할 수 있었다. 정책적 노력과 장기적인 연구가 이루어진다면 주민등록 자료의 활용도를 높일 수 있을 것이다. 구체적으로 전국 수준에서 차이율은 총가구가 10.5%이고 일반가구는 11.0%이다. 이는 주민등록 세대원수와 총조사 인구수의 차이보다 높은 수치이다. 이러한 차이율은 시도, 시군구, 읍면동 수준으로 내려갈수록 커지고 있다. 시도 수준에서는 총가구의 경우 가장 낮은 지역의 차이율이 4.3%인 반면에 가장 높은 지역의 차이율은 14.0%로 나타났다. 시군구 수준에서는 총가구의 경우 가장 높은 지역의 차이율이 27.1%에 이르렀다. 마지막으로 읍면동 수준에서 총가구의 경우 가장 높은 지역의 차이율이 90.9%로 나타났다.
Abstract
This paper tries to compare the numbers of households of resident register and census. Its empirical comparison is done by comparing the resident register and the 2005 census. Its results suggest that the concepts of the resident register and census are comparable in limited sense. More related policies and studies should be done in the near future. For this purpose, the numbers of households of both data are compared at the levels of the nation, metropolitan/province, city/county, and town. The different rates at the national level are 10.5% for total households and 11.0% for general households. These rates become larger as the its comparison level becomes lower. It findings indicate that various types of administrative efforts should be introduced to improve the applicability of the resident register to the census.
