지역의 소멸위험에 대한 실증적 고찰: 공간 상호작용을 반영한 빈집 발생의 결정요인 분석과 대안

본 연구의 목적은 지역의 소멸위험에 영향을 미치는 요인을 분석하는 것으로, 12개월 동안의 전기 사용량으로 추정한 지역 내 빈집 비율을 지방소멸의 대리변수로 활용하고, 공간계량모형으로 인접 지역 간 설명변수와 종속변수, 오차항의 공간 상호작용을 포착했다는 점에서 기존 연구와의 차별성을 갖는다. 서울특별시 및 도서 지역을 제외한 2,911개의 읍면동을 대상으로 분석한 결과, 인구밀도와 종사자 수 증가는 해당 지역의 빈집 비율을 낮추지만 이웃한 지역의 종사자 수 증가는 오히려 빈집 비율의 증가로 이어진다. 생산가능인구 비율의 증가, 폐업사업체 비율의 증가, 문화예술·교육·의료서비스업 규모의 증가, 그리고 가중평균 용적률의 증가는 해당 지역과 주변 지역의 빈집 비율을 모두 감소시킨다. 교통접근성의 개선은 자기 지역보다는 오히려 주변지역의 빈집 비율을 낮추는 효과를 발생시키며, 접근성 개선에 따른 빈집 비율감소의 한계효과는 체감한다. 이러한 결과는 지방소멸 위기 대응을 위해 소지역 단위보다는 각 요인의 공간적 상호작용을 고려한 생활권 단위의 접근이 바람직하며 문화예술·교육·의료 등 서비스 수요의 공간적 분포 및 접근성에 기반한 서비스 공급의 공간 전략 마련이 필요함을 시사한다.
Abstract
This study aims to analyze factors influencing the risk of local extinction, differentiating itself from previous research by using the proportion of vacant houses as a proxy for local extinction and employing spatial econometric models to capture spatial interactions between adjacent areas. Analyzing 2,911 eup-myeon-dong units excluding Seoul and island regions revealed that while population density and the employment growth reduce vacant housing rates in a given area, employment growth in neighboring regions leads to the increase in vacancy rates. The increase in working-age population ratio, business closure rates, scale of cultural-arts, education, and medical services, and weighted average floor area ratio decrease vacant housing ratios in both the region and neighboring areas. Improvements in transportation accessibility have a stronger effect on reducing vacant housing rates in surrounding areas rather than in the target area itself, with diminishing marginal effects on vacancy rate reduction as accessibility improves. These findings suggest that comprehensive approaches at the living zone level, rather than small area units, are required considering the spatial spillover effects of regional factors influencing local extinction risk. Furthermore, spatial strategies for service provision, which consider spatial distribution of demand and accessibility, are required, particularly in cultural/arts, education, and medical sectors.
