이 연구의 목적은 지역적 특성이 빈집 발생에 미친 영향을 다양한 각도에서 분석하고 시사점을 제공하는 것이다. 분석의 기준년도는 2015년이며, 전국의 읍면동을 대상으로 분석을 수행하였다. 분석결과는 지금까지국내에서는 찾아보기 힘들었던 새로운 내용을 다수 포함하고 있다. 첫째, 도시지역에서는 인구수와 함께 고령자수 비율, 가임여성 비율, 건축년도, 접근성 등이 빈집 발생에 많은 영향을 미쳤다. 둘째, 농촌지역에서는 인구적 특성과 함께 건축년도, 사업체수가 빈집 발생에 가장 큰 영향을 미쳤다. 셋째, 전국을 대상으로 빈집 발생의 원인을 분석한 결과, 인구 특성, 경제적 특성 등 다양한 요인들이 빈집 발생에 직접적인 영향을 미치는 것으로 나타났다. 넷째, 모든 읍면동별로 추정한 빈집 발생 결정요인은 지역별로 매우 차별적이었다. 이 결과를 통해 지역별로 빈집 발생을 억제하거나관리할 수 있는 서로 다른 정책적 방안을 찾아볼 수 있었다. 이 연구의 결과에 비추어 볼 때, 향후에는 지역적 특성에 보다 초점을 맞춰 빈집 발생을 억제하려는 노력이 필요하다. 특히, 지역의 공간수준을 고려해서 거시적·미시적 개선방안을 아우를 수 있는 종합적 계획을 마련하는 것이 선결과제이다.
Abstract
The purpose of this study is to analyze the influence of regional characteristics on the housing abandonment from multiple aspects and to suggest policy insights derived from the results. The base year of the analysis is 2015 and the analysis was conducted for (against) the entire Eup-Myeon-Dong, the minimum Korean administrative units. It is noteworthy that the results include many new findings that have not been reported so far in South Korea. First, population, proportion of elderly people, proportion of female fertility, housing years, spatial accessibility have a crucial impact on the housing abandonment in urban areas. When it comes to rural areas, demographic characteristics, housing years and the number of companies are the most influencing factor. As for the entire nation, various factors including demographic characteristics and economic characteristics show a significant relationship with the housing abandonment. Lastly, determinants of the housing abandonment may vary among Eup-Myeon-Dong. Different policy strategies were suggested to help each of the administrative units to mitigate and control the housing abandonment phenomena. In light of the results of this study, it is highly recommended that future housing abandonment policies focus on the local characteristics for effectiveness, being also comprehensive to take all the area-specific improvements into account both macroscopically and microscopically.
