장병 「민주시민교육」으로 국군 정신전력교육체계 개선

한국군의 무형전력의 핵심을 이루고 있는 정신전력에 대한 발전은 상대적으로 부진하다고 볼 수 있다. 1998년 국방정신교육원이 해체되면서 1997년 발간된 『정신전력지도지침서』를 끝으로 정신전력에 대한 국방부 차원의 개념 연구와 발전은 사실상 중단되었다고 볼 수 있으므로 한국군의 정신전력은 새로운 전쟁양상과 시대상황을 담아내지 못하고 있다. 신세대 장병들의 특성, 군내 다문화 장병 증가와 여성인력 확대 등은 정신전력교육내용과 방법상의 많은 개선을 요구하고 있다. 이념적인 교육과 군대윤리, 도덕성 함양교육을 포함한 정신전력교육 교과체계의 근본적인 변화 대한 연구가 필요하다. 더욱이 정권교체시마다 정신교육 내용과 방향이 바꿔지고 전쟁의 개념과 양상이 변화하고 있어 정신전력교육 개선의 필요성이 점점 부각되고 있다. 따라서 새로운 장병 정신전력교육을 위해 헌법중심의 정신전력교육체계를 적극 검토해 볼 필요가 있다. 독일연방군은 헌법교육을 정신전력교육의 핵심분야로 강화해 개인과 군대 속에서 발생할 수 있는 내적 갈등을 최소화하고 군복 입은 시민으로서 지켜야할 헌법적 국가가치를 신념화하도록 한다. 그러므로 우리 군도 장병의 확고한 국가관﹘안보관 확립과 군인정신 함양을 목표로 실시되고 있는 국군정신전력교육을 ‘장병 「민주시민교육」 체계’로 전환하여 국군의 핵심가치를 ‘자유민주 수호군’으로 설정하고, 헌법 및 법과 규정 교육, 정치사회교육, 인성교육, 리더십교육, 시사안보교육 등을 중심으로 교육할 것을 제안한다.
Abstract
The development of mental power, which is the core of the intangible power of the ROK military, is relatively sluggish. As the National Defense Psychiatric Institute was dismantled in 1998, the study and development of the concept of mental power at the Ministry of National Defense was virtually halted after the Mental Power Guidance Guide published in 1997. Therefore, the mental power of the ROK military is not a new war situation. The characteristics of the new generation of soldiers, the increase of multicultural soldiers in the military, and the expansion of female workforce are demanding many improvements in the contents and methods of mental energy education. It is necessary to study fundamental changes in the mental power education system including ideological education, military ethics, and morality cultivation education. Moreover, the contents and direction of mental education are changed every time the regime is changed, and the concept and aspect of war are changing, and the necessity of improvement of mental power education is getting more and more emphasized. Therefore, it is necessary to actively review the constitutional mental power education system for the new soldiers' mental power education. The German Federal Army strengthens constitutional education as a field of mental power education to minimize internal conflicts that may arise in individuals and armies and to believe in the constitutional national values that must be maintained as democratic citizens.Therefore, it is suggested that the core values of the ROK armed forces should be set as a free democratic guardian group by converting the ROK armed forces mental power education, which is being carried out with the aim of establishing a firm national view, security and military spirit, into a democratic citizenship education system for soldiers, and education should be centered on constitutional and legal education, political education, personality education, leadership education, and current affairs security education.
