평시에 합동참모본부(이하 합참)가 한국군 부대를 작전통제 하다가, 위기 고조되어 양국의 합의하는 시점에 지정된 한국군 부대는 한미연합사령부(이하 연합사)로 작전통제 전환된다. 본 연구는 위기 상황에서의 공보작전 발전방안을 다루었다. 합참은 평시에서 전시 이전까지 한반도내 지상·해상·공중·사이버 영역에서의 보도 승인 권한을 가지며, 통합방위본부에 합동보도본부를 두어 공보작전을 수행한다. 이후 위기가 고조되면 합참은 후방지역과 통합방위에 대한 작전을 지휘하고, 전방지역과 해상, 공중작전에 대한 작전통제권은 연합사로 위임된다. 보도 승인 권한도 작전통제권한과 마찬가지로 함께 위임된다. 연합사와 합참이 한반도에서 작전을 수행하는데, 이를 국민에게 알리는 역할을 담당하는 기구(연합보도본부와 합동보도본부)가 따로 존재한다. 이처럼 복잡한 언론환경 속에서 전황정보를 올바로 전달하여 국민과 국제사회의 지지를 받을 수 있도록 공보작전 발전방안을 살펴볼 것이다.
Abstract
In peacetime, the Joint Chiefs of Staff(JCS) controls the Korean military units, but when the crisis escalates and the two countries agree, the designated Korean military units are converted to the ROK-US Combined Forces Command(CFC). This study dealt with the development plan of public information operations at this point. The Joint Chiefs of Staff has public information authority on the ground, sea, air, and cyber areas on the Korean Peninsula from peacetime to wartime, and has a joint press headquarters at the ROK Integrated Defense Headquarters to carry out public information operations. After that, when the crisis escalates, the authority to report on the enemy area, sea, and air operations is delegated to CFC, and the JCS has the authority to publicize the rear area and integrated defense. CFC and JCS have a public information management system on the Korean Peninsula at this time. We will look at ways to develop public affairs operations to properly deliver war information in such a complex media environment so that they can be supported by the people and the international community
