나토와 한미동맹의 군사지휘체제 비교: 지휘관계를 중심으로

초록

본 논문은 나토와 한미동맹의 군사지휘체제 특히 동맹작전사령부와 한미연합사를 지휘조직과 지휘관계 측면에서 비교해보기 위한 목적으로 작성되었다. 현재 전시 작전통제권 전환에 관한 한미 간의 노력이 진행되고있다는 점에서 관련 내용에 대한 정확한 이해를 돕기 위한 목적이다. 분석결과로 볼 때 나토와 한미동맹의 군사지휘체제는 상이점보다는 유사점이 많다. 양 기구 모두 군사위원회의 지침을 받고, 이 군사위원회는 각국 국방장관과 정상의 지침을 수명하며, 예하에는 지상, 공중, 해상의 구성군사령부가 편성되어 있다. 최고사령관이 실제로 행사하는 권한의 강도도 유사하다. 오히려 나토의 경우 평시에도 나토대응군을 작전지휘하고 있고, 동맹변혁사령부를 통하여 개념, 계획, 훈련에 관한 표준화를 체계적으로 추진하고 있다는 점에서 한미동맹보다 훨씬 체계와 권한이 강화된 상태라고 할 수 있다. 나토의 사례를 바탕으로 작전통제권의 의미를 정확하게 이해하고, 이러한 바탕 위에서 향후 한미연합사 개편에 관한 논의를 전개해 나가야할 것이다.

Abstract

This paper is written to support the South Korean efforts to retake the Operational Control Authority (OPCON) from the ROK-US Combined Forces Command (CFC) by studying on military command mechanisms of the North Atlantic Treaty Organization (NATO) especially focusing on command relations. For this purpose, it revisits concepts of the unity of command and OPCON and compares the NATO with ROK-US alliance in terms of backgrounds, military organizations and command relations. As a result, this paper found that NATO and ROK-US alliance had more similarities than differences. Furthermore, the NATO military commander appeared to have stronger power than the CFC commander by employing NATO responsive forces in peacetime and having additional command for standardization of concepts, doctrines and plans. The appointment of the US four star general as the NATO supreme commander is not regarded as infringement of sovereignty but recognized as a tool to make the most of their alliance with the US.
