한국군의 바람직한 전시 공보작전 수행방안 - 전시 미군의 공보작전에 대한 분석을 중심으로

본 논문은 의제설정 개념을 바탕으로 전시 군과 언론의 갈등사례가 풍부하고, 한국군과 함께 공보작전을 수행할 미군의 사례를 분석하였다. 미군의 사례를 통해 “전시 미군과 언론의 관계는 어떠했는지”, 그리고 미군은 “어떻게 갈등의 해결책을 찾았는지”를 분석하여 궁극적으로 ‘한국의 바람직한 전시 공보작전 수행방안’을 찾고자 하였다. 전 세계에서 수많은 전쟁을 치르고 있는 미군은 베트남전의 교훈을 통해 군과 언론의 갈등을 해결하기 위해 지속적으로 노력해 왔다. 무엇보다 미군은 언론의 의제설정 역할을 충분히 인식하고 군의 입장이 미디어 의제로 반영될 수 있도록 시들보고서, 미디어 풀 시스템, 전쟁보도지침 합의문, 임베딩 시스템 등을 통해 언론이 요구한 취재 권한을 보장할 수 있도록 노력하였다. 그 결과 걸프전과 이라크전에서 보듯 군의 입장을 미디어 의제로, 공중의제로, 나아가 정책의제로 만들 수 있었다. 그러나 한국은 보안, 안보환경 차이에서 오는 실제 적용의 어려움 등의 이유로 관련 연구가 상대적으로 많이 부족하다. 이에 필자는 미군의 사례 분석을 통해 군과 언론의 갈등 해소를 위한 방안을 제안하였다. 첫째, (준)전시 상황 발생 이후 군의 공보작전과 언론의 보도 분석에 대한 보다 심층적인 연구와 자료축적이 필요하다. 둘째, 미군의 시들보고서, 전쟁보도지침 합의문 등과 같은 지속적인 군과 언론의 합의안 도출이다. 셋째, 가장 중요한 사항으로 앞서 두 개의 방안을 현실화하기 위한 전문 공보인력 육성이다. 전시 미군의 공보작전을 분석한 본 연구가 미래 우리 군의 공보작전에 조금이나마 도움이 되기를 기대해본다.
Abstract
This paper analyze the case of the U. S. military, which has abundant cases of conflict between the military and the media in wartime situations and to carry out PA Operations with Republic of Korea. This paper is to answer the question ultimately “What is the ideal plan for the implementation of public affairs operation in wartime?” through the analysis results of “How should the media and the U. S. military establish the relationship harmoniously in wartime?” In the United States, the direct trigger of the conflict between the media and the military was the Vietnam War. The aspects of conflict that had been intensified since then, are seeking consensus through the solutions such as establishing the press guidelines for the military and the media, and introducing the pool system and embedding, etc. introduced into operations by the US military. However, Korea is relatively lacking in related researches due to the difficulties of practical application, etc. caused by differences in security environment. In response, I proposed three measures to resolve the conflict between the military and the media through an analysis of the U. S. military's case.
