본 연구에서는 정부의 연구개발 지원이 기업의 재무성과에 미치는 영향을 분석하였다. 우리나라의 대표적인 중소기업 연구개발 지원사업 중 하나인 중소기업기술혁신사업을 통해 연구개발 지원을 받은 수혜기업과 받지 못한 기업을 비교기업으로 기업의 재무적 성과를 분석하였다. PSM-DID 방법론을 활용하여 중소기업기술혁신사업 지원효과를 성장성, 수익성, 안전성, 활동성 및 혁신성, 고용창출 효과를 실증분석 하였다. 정부의 연구개발 지원이 수혜기업의 성장성과 수익성, 안전성 지표에서 사업이전에 비하여 긍정적인 효과를 보여주고 있지만 연구개발 기간과 비교하여 보면 긍정적인 효과를 보여주지 못하였다. 이러한 결과는 정부의 연구개발 지원이 수혜기업의 정부지원 이전과 비교하여 기업의 재무적 성과에 긍정적인 효과를 미치지만 기업이 추진하는 연구개발 과제가 시장에서 우월한 경쟁적 우위를 확보할 정도의 신제품, 신기술 및 대규모 비용절감을 유발하는 공정기술은 아닐 것이라고 보여지는 결과이다. 하지만 활동성 지표에서는 사업이전 및 사업기간과 비교하여 긍정적인 효과가 나타난 것은 연구개발을 통해 기업의 자산과 자본의 효율성이 증대되었음을 의미한다. 정부 연구개발사업에 참여로 인하여 어느 정도 연구개발 투자에 보완효과가 발생하고 자금조달에 대한 보증효과로 인하여 자금조달이 용이해졌지만 기업의 대규모 설비투자와 매출 성장 및 고용창출 효과로 연결되지는 못하는 것으로 보인다. 이것은 중소기업이 처한 한계이겠지만 중소기업이 연구개발을 통해 사업화에 성공하였지만 이러한 결과가 시장 지배력을 가질 정도의 기술개발이 아니기 때문에 투자, 고용, 매출을 크게 성장시키는 결과를 보여주지 못한다는 것을 의미한다.
Abstract
In this study, we analyzed the impact of government research and development support on companies' financial performance. The financial performance of companies was analyzed by comparing beneficiary companies and companies that did not receive research and development support through the Small and Medium Business Technology Innovation Project, Korea's representative research and development support program for small and medium-sized enterprises. Using the PSM-DID methodology, we empirically analyzed the effects of supporting small and medium-sized enterprise technology innovation projects on growth, profitability, safety, activity and innovation, and job creation effects. Although the government's research and development support shows a positive effect compared to business transfer in the growth, profitability, and safety indicators of the beneficiary companies, it did not show a positive effect when compared to the research and development period. However, it was confirmed that the activity index showed a positive effect compared to the project transfer and project period. These results showed that government research and development support had a positive effect on the financial performance of the beneficiary companies compared to before government support. However, the results show that the research and development projects pursued by companies are unlikely to be new products, new technologies, or process technologies that lead to large-scale cost reductions that will secure a superior competitive advantage in the market. Participation in government research and development projects has had a complementary effect on research and development investment to some extent and has made it easier to raise funds due to the guarantee effect on financing. However, it appears that it leads to large-scale facility investment by companies and does not lead to job creation, which may be a limitation faced by small and medium-sized businesses.
