Abstract

This study analyzes the impact of the COVID-19 pandemic on the income distribution structure in South Korea, focusing on the micro-dynamics of regional income mobility. Using 7,896 samples from the 2019-2020 Korean Welfare Panel Study (KOWEPS), changes in income distribution were examined across seven regions: Seoul, Incheon/Gyeonggi, Busan/Gyeongnam, Daegu/Gyeongbuk, Daejeon/Chungnam, Gangwon/Chungbuk, and Gwangju/Honam/Jeju. The research employs a triple-framework methodology combining traditional income inequality indices (Gini, Theil, Atkinson), quintile transition matrices, and Cowell and Flachaire’s rank mobility index to comprehensively evaluate both static metrics and dynamic changes. The analysis reveals that while nationwide income inequality worsened during the pandemic (with the Gini coefficient rising from 0.38 to 0.39), significant regional variations were observed. Equality indicators improved in Incheon/Gyeonggi and Busan/Gyeongnam but deteriorated in Daegu/Gyeongbuk and Daejeon/Chungnam. Transition matrix analysis showed high persistence in the lowest and highest income quintiles across all regions, while the middle quintiles (particularly the third and fourth) exhibited greater upward mobility. Notably, rank mobility analysis identified higher income mobility even in regions where inequality indices worsened, highlighting the concept of "inequality dynamics," which cannot be fully captured by standard inequality measures. By providing empirical evidence on income redistribution mechanisms during a crisis, this study contributes to theoretical advancements in the field and offers micro-level insights for designing region-specific welfare policies. The contrasting patterns of income mobility between metropolitan and non-metropolitan areas underscore the need for scientifically grounded policy frameworks to enhance socioeconomic resilience in the post-pandemic era. These findings emphasize the importance of a multi-methodological approach in assessing economic shocks caused by pandemics and are expected to aid local governments in developing practical indicator systems for fiscal planning.
