한국 지역별 가구소득 격차와 결정요인에 관한 실증분석

본 연구에서는 외환위기 이후 한국의 지역별 가구소득 격차에 대한 원천별 소득 및 가구주 인적특성의 영향을 분석하기 위하여 한국노동패널 1차년도부터 11차년도까지의 자료를 이용하여 지니계수 분해 방법과 가구소득 방정식을 추정하였다. 그 결과 1997년 가구소득 격차에 대한 상대적 기여도가 가장 낮았던 부동산소득의 기여도가 2007년에는 근로소득 다음으로 가구소득 격차에 크게 기여하는 것으로 나타난 것이 특징적이다. 그리고 수도권 지역의 경우 전국 및 비수도권 지역에 비해 가구소득 격차에 대한 부동산소득의 기여도가 높은 것으로 나타났다. 가구소득 결정요인을 전국을 대상으로 분석한 결과 근로소득과 부동산소득이 높은 가구일수록 가구 균등화소득이 높고, 부동산소득과 기타소득이 높은 가구일수록 가구총소득이 평균 이상으로 높음을 확인하였다. 지역별로 구분하여 분석한 결과 가구소득에 대한 가구주 인적특성 및 소득원천별 영향은 지역별로 상당한 차이가 존재하는 것으로 나타났다. 이와 같은 본 연구의 실증분석 결과는 소득원천별 기여도가 높은 근로소득과 부동산소득 격차를 축소하는 것이 가구소득 격차를 축소의 핵심이 되어야 할 것임을 시사한다. 그리고 가구소득 격차 축소를 위한 방안으로서의 부동산 투기대책은 수도권을 중심으로 추진되는 것이 효과가 클 것임을 시사한다. 또한 가구소득 격차의 정도는 물론 가구소득 형성에 대한 원천별 소득 및 가구주 인적특성의 영향은 지역별 산업의 구조적 특성을 반영하는 것으로 이해할 수 있다. 따라서 가구소득 격차 축소를 위한 정책은 전국을 대상으로 하는 일괄적 정책보다는 지역의 특수성을 고려하는 지역 맞춤형 정책을 시행하는 것이 보다 효과적일 것이다.
Abstract
This study aimed to find the effects of each income sources and demographic aspects of households' head on the Korean household income inequality by metropolitan regions. We analysed by two different methods that the Gini coefficient decomposition and panel regression on the household income equation using the KLIPS waves 1 to 11. Our results are as follows. First, one of the main findings is the severe change of relative contribution of real estate income. It was completely changed from lowest contribution in 1997 to the second highest factor next to working income in 2007. Second, we also found that the relative contribution of real estate income and other income on inequality is higher in capital region than that of non capitan region. Third, there exist a considerable difference on the effects of demographic aspects and each income sources as the determinants of household income. These results imply that (1) reducing the inequality of working income and real estate income must be the heart of inequality problem, (2) the effect of real estate policy would be more effective in the case of focusing on capital region, (3) income inequality policy considering regional specific features is needed.
