Abstract

This study examines regional difference of the poverty dynamics in Korea. We analyse how different poverty dynamics are between the capital and non-capital areas, using KLIPS(Korea Labor and Income Panel Study)data 1998~2006. In this study, we find the considerable regional poverty rate gaps. The poverty rates are more high at the non-capital area, and regional poverty gaps persist through the ten years. Changing patterns of poverty status are so different between the capital and non-capital areas. Poverty-entry and poverty-persistent rates are more high at the non-capital area, but poverty-exit rate are more high at the capital area. The length of poverty spell is more long and the occurrences of poverty are more frequent at the non-capital area. By the discrete time hazard rate analysis, we find that there are considerable gaps in the poverty exit and re-entry probabilities of the two areas. These findings suggest that the poverty dynamics of the capital and non-capital areas are substantially different, and that non-capital area are more vulnerable to the poverty. So, government anti-policies should more actively give attentions to the regional differences of poverty dynamics.
