Abstract

In this study I studied the method of increasing citizen participation for election management. Through previous studies, I analyzed the correlation between citizen participation and government trust. This study was conducted under the premise that public confidence can be secured through citizen participation. By analyzing the needs of NGOs in the 19th Presidential Election, I found that the demand for observation and participation in pro-balloting and counting procedures were prominent. As a result, it can be seen that it is necessary to guarantee and strengthen the authority of the citizen to observe in order to secure the election management trust. The expansion of citizen participation not only plays a role in monitoring the corruption of the election process but also plays a complementary role in proving the fair election management process of Election Commission. Therefore, it can be said that the expansion of citizen participation is direction to pursue despite the decrease of administrative efficiency. It suggests that the Election Commission needs to look for more aggressive and bold changes to secure true trust.
