본 연구의 목적은 노숙의 발생 원인을 2004년과 2012년을 기점으로 분석하여 양자를 비교하고, 비교⦁분석된 결과를 토대로 서울시의 미래 노숙정책에 관한 정책시사점을 도출하는 것이다. 즉, 본 연구의 초점은 노숙이 어떻게 발생하였고, 어떻게 확산되었는지, 그리고 이를 개선할 수 있는 방법은 무엇인지를 검토한다. 본 연구에서 특징적인 것은 연구가 현장조사 방법을 통하여 거리나 전철역 중심의 거리노숙은 물론 각종 노숙인 시설을 방문하여 쉼터 노숙에서 피면접자들로부터 심층면접을 통하여 노숙원인에 대한 자료를 수집하였다는 점이다. 연구 분석방법은 주로 구조방정식 모형이 사용되었으며 비교분석을 위하여 경로분석 결과를 함께 도출하였다. 본 연구의 결과로서 주목할 만한 사항은 2004년과 2012년에 분석된 노숙의 결정요인에 차이가 있다는 점이며, 2004년에는 경제적 면이 노숙의 주요요인이었다면 2012년에는 가정요인과 개인적 측면이 노숙에 지대한 영향을 주었다고 분석되었다.
Abstract
The purpose of this paper is to compare two analyses of homelessness determinantsin Seoul between 2004 and 2012, and to identify the policy implications for the futurehomelessness policies in Seoul. In short, the focus of this study is to examine thecause of homelessness, its expansion, and policy recommendations to alleviate theproblems. One of the distinguished features of this study is the monitoring methodused to isolate the causes of homelessness through an in-depth interview study ofhomelessness policy in addition to data collected from informants living on the thestreets and in homeless assistance programs. Path analysis and structural equationmodeling were used as primary study methodologies for the analysis of homelessnessin Seoul area. The result of this study stressed that the most important determinantsin homelessness were economic factors in 2004, while the most meaningful determinantin 2012 were family and personal factors.
