Abstract

Much is known about the scale and role of the US military government in Korea. The analysis and research of the personnel and organization of the US military government in Korea or the US military Forces in Korea, which were the actual enforcement agencies, has been neglected. This article is intended to explain the Allied Translator and Interpreter Section (ATIS), an organization and its personnel that were active within the US military government in Korea. On September 8, 1945, ATIS dispatched a preliminary team along with the US 24th Infantry Division that had landed on the Korean Peninsula. This team was composed of six officers, five Russian language special ists and one Korean language specialist. What is unusual is that there were more Russian language instructors in the divided zone than Korean language instructors in the occupied zone. Their censorship of the me dia and correspondence and interrogation of the Soviet zone became a means of governing South Korea. In South Korea, a interrogation center was established under the 24th Army Corps to process interrogates for refugees from North Korea, which was occupied by the Soviet Union. ATIS dispatched personnel to the 24th Corps to conduct interrogations of the targeted personnel and translate the documents they were in possession of. The names of these organizations were referred to as Intelligence Service Organizations, concealing the term ATIS. In September 1945, there were a total of 34 ATIS agents, and in September 1946, the number increased to 51. From the perspective of ATIS's anti-Communist intelligence activities, the United States was sensitive to the expansion of the Soviet Union's influ ence and was checking strategic intelligence and geographic in formation on the Soviet Union through returnees.
