본 연구는 글로컬30 사업의 실시와 이에 따른 국내 고등교육 환경의 변화를 검토하고 장기적인 대학구조 개편 과정을 모색하는 데 목적을 두고 있다. 이를 위하여 글로컬30 사업의 배경과 현황, 그리고 이에 따른 장기적인 지역대학 구조조정의 방향성을 검토하고 주요 권역별 대학의 장기적 생존가능성을 추정하였다. 주요 연구 자료는 글로컬30 사업 시작부터 나타난 교육부의 주요 정책 문서와 대학별 계획서, 기타 관련 기사, 보고자료 등을 살펴보았고 대학알리미 공시자료에 기반한 주요대학 지표에 대한 분석을 통하여 장기적인 지역대학 구조조정 전망 및 향후 생존 대학의 주요 지표를 제시하였다. 연구 결과는 다음과 같다. 첫째, 글로컬30 사업은 현재의 대학구조를 지역별 거점대학 중심으로 개편하는 데 중요한 역할을 하고 있다. 이미 지역 내 헤게모니를 쥐고 지배적인역할을 하는 지방 거점 국립대를 중심으로 글로컬30 사업은 이들이 지역별･권역별 허브를 구축하는데 재원을 제공할 것으로 보인다. 둘째, 국내 인구구조의 변화와 함께 글로컬30 사업은 재정지원이라는 외부 요인을 통해 사립대학의 특성화를 강화하는 데 일조하고 있다. 또한 규모가 작거나 영세한 대학을 중심으로 합종연횡이 이루어지고 있으며, 이를 통해 구체적인 통합･연합 전략 등을 제시하면서 장기적 생존 가능성을 높이고자 한다. 셋째, 지역별로 거점 대학 2-3개, 주요 사립대3-4개를 중심으로 장기적 생존 가능성이 점쳐지고 있으며, 현재의 대학은 전체 규모가 1/2~1/3 수준으로 축소될 가능성을 지닌다. 이상을 바탕으로 향후 국내 고등교육 환경의 개편 방향에 대한시사점을 제시하였다.
Abstract
The purpose of this study is to review the implementation of the Glocal 30 project and the resulting changes in the domestic higher education environment, and to explore a long-term university structure reform process. To this end, we reviewed the background and status of the Glocal 30 project and the direction of long-term regional university restructuring, and estimated the long-term viability of universities in each major region. The main research data looked at the Ministry of Education's major policy documents, university-specific plans, other related articles, and reporting materials that appeared from the beginning of the Glocal 30 project, and the long-term restructuring prospects of local universities through analysis of major university indicators based on university information announcement data. and presented key indicators of future surviving universities. The research results are as follows. First, the Glocal 30 project is playing an important role in reorganizing the current university structure to focus on regional base universities. The Glocal 30 project, centered on local national universities that already hold hegemony and play a dominant role in the region, is expected to provide financial resources to help them build regional and regional hubs. Second, along with changes in the domestic demographic structure, the Glocal 30 project is helping to strengthen the specialization of private universities through external factors such as financial support. In addition, mergers and alliances are taking place centering on small or small universities, and through this, we aim to increase the possibility of long-term survival by suggesting specific integration and union strategies. Third, the possibility of long-term survival is predicted for 2-3 key universities and 3-4 major private universities in each region, and the current universities have the possibility of being reduced in size to 1/2 to 1/3. Based on the above, implications for the direction of future reform of the domestic higher education environment were presented.
