현재 세계 각국은 고등교육의 역할을 새롭게 조망하면서 적극적으로 고등교육의 재구조화를 추진하고 있다. 다양한 고등교육 재구조화의 요인들 중에서 이 논문은 특히 그동안 지속적으로 진행되어 온 고등교육의 보편화 과정에서 대학 재구조화의 필요성을 탐색하고자 하였다. 이는 고등교육의 보편화가 대학의 조직과 운영체제 전반의 구조적 변화를 수반하여야 함에도 불구하고 그동안 우리 대학들이 이에 소홀하여, 특히 국가 경쟁력이 우수한 인적자원의 확보에 의존하고 있는 지식기반사회에서 필요한 고급 인력을 배출하고 있지 못하다는 비판에 직면해 있기 때문이다. 이에 본 논문에서는 고등교육 보편화에 따른 대학의 문제점을 분석하고, 이와 관련한 대학들의 재구조화 현황을 조사하여, 우리 대학들이 고등교육 보편화 시대에 부합하는 새롭고 다양한 교육적 요구와 사회경제적 요구에 부응할 수 있도록 하는 대학 재구조화의 정책 방향을 제시하였다.

Restructuring of Higher Education Institutions: A Survey of Institutional Progresses and Policy DirectionsKim, Anna(Ewha Womans University)Rhee, ByungShik(KEDI)Higher education in Korea has been rapidly expanded and universalized during the last few decades. Universalization process generally contains fundamental changes in higher education system as a whole more than its quantitative expansion. However, the universalization of higher education in Korea has been proceeded without structural readjustment inevitably accompanied by the process and brought about diverse educational problems. Facing these problems, higher education institutions recently began to reexamine their roles and purpose as well as their academic and administrative systems, geared with the new socioeconomic pressures to enforce their competitiveness. In this context, restructuring of higher education has been urgent issues in the policy discussion in the field of higher education. This article aims to propose policy suggestions for restructuring of higher education at both university and government levels. For this, we analysed the problems and issues of the universalization process, and surveyed universities to examine current situation of restructuring of higher education.
