Abstract
During the Northern Song period, amid the pursuit of restoring the former territories of the Han(漢) and Tang(唐) dynasties and in confrontation with neighboring non-Han regimes, the court gradually institutionalized its policies toward immigrants from outside its borders—particularly non-Han individuals who submitted to the Song, known as Guimingren(歸明人). These policies developed into a legally binding set of regulations known as the Guimingren Regulations(歸明人例). However, academic research on the Guimingren Regulations remains insufficient in terms of systematic and topic-focused studies. This paper centers on the Guimingren Regulations, examining its content, institutional development, and policy evolution, in order to analyze the political nature of the Song’s ethnic policies and the international strategic intentions underlying them. The paper argues that the Guimingren Regulations refers to a set of regulations established by the Song court for the appeasement and administration of Guimingren. These regulations synthesized various policies applied to foreign immigrants throughout the Northern Song period and matured into a formal legal system during Qingli(慶曆) period(1041–1048) of Renzong(仁宗). The development of these regulations can be divided into three phases: the first, from the early Northern Song to the Qingli period, was the formative stage; the second, from the Qingli period to Zhenghe(政和) period(1118–1125) of Huizong(徽宗), was the formation and development stage; the third, from the Zhenghe period to the downfall of the Northern Song, was the adjustment and system completeness stage. In the Southern Song, related regulations became further standardized and widely implemented. The Song court viewed foreign immigrants as tools to counter and weaken surrounding non-Han powers, giving its Guimingren policies a strong political character. On the one hand, the court actively resettled these individuals through the granting of official positions, land, and tax exemptions; on the other hand, it imposed restrictions on marriage and residence to maintain a distinction between Han and non-Han identities. As new types of immigrants, such as Guichaoren(歸朝人), emerged in large numbers, the internal structure of the Guimingren group diversified, and the applicability and social positioning of the policies evolved accordingly. In conclusion, the paper argues that the evolution of the Guimingren Regulations not only reflects the Song dynasty's institutional response to border and submission issues, but also reveals how the dynasty redefined its internal and external boundaries within a specific international context. Through examining these policies, we gain deeper insight into how the Northern Song managed power and constructed national identity in a multiethnic environment.
