The crisis in education at home caused by many child abuse cases is considered to be resulted from anxiety of parents over childrearing. The government responses against the crisis was reflected in the government policy as a countermeasure against the falling birthrate. The main objective of these measures as assist parents to do both childrearing and work, and lessening financial burden for rearing and educating children. As a result, the idea of the government policy has caused the competition facilities. Will children be placed in a better environment? The situation is promoting to one direction to replace childrearing function in the home by that facilities to the greatest extent possible. Doesn’t the obscured qualification of childcare providers in childcare business mean to ignore the role of the childrearing to secure development of children? What is important is the condition where full-time house-wives with anxiety over childrearing live in a labor-saving and consumption-oriented family life. And the unstable and insecure position of mother is caused by the radical change of life style accompanied with childrearing in the entire course of her life. The labor-saving and consumption-oriented family life will make the relationship between children and parents abstract. Parents cannot abandon childrearing and child-education at home and leave them to hands of others.
