Abstract
The purpose of this paper is to bring out the standard of analysis for the evaluation of performances and analyze the recognition of citizen and outcome for the local councils' performances. To achieve this goal I will set up the standard of analysis on the political rationality, responsiveness and citizen integration and analyze the case of Cheonan City Councils' Performances. As the result of these analyses are as follow: the level of their activities in the councils is low and the recognition of citizen is negative. The local councils is to develop as follow: the improving methods of the public relations in local councils' performances, the making an effort to develop negative image of local councils' performances, the introducing the chief of staff for a member of local councils, etc.
