분권화 과정에서의 도(道)의 역할에 관한 연구

Abstract

Evaluations on the role and function of Do(province) so far are not so positive. In this respects, this study is to suggest some ways to identify the role and function of Do(province) by examining the current status and reality of it. Viewing from management perspective, especially focused on the power of financial and personnel administration, it is revealed that Do(province) has not sufficient power and money. In order to establish the decentralized cooperative relationship, it is necessary to eliminate the one way control system from central government to local government. Major problems and obstacles to rationalizing decentralization in Korea are overlapping of tasks between lower and middle level local governments, ambiguity of criteria and legislative regulations for distributing functions, existence of tasks which are undertaken by both local governments, too many delegated tasks without legal authority and financial subsidies and unnecessary inspection and control over local governments. In so far as the government is concerned, as the less government could be the best government so the smaller government could be more autonomous government. The role of Do(province) is that of bridge between the central and local government in the process of decentralization.
