본 연구의 목적은 산림소유자를 대상으로 산림보험수요에 영향을 미치는 주요 결정요인을 분석하고, 산림보험료수준에 따른 수요반응을 통하여 산림보험료 지불의사액을 추정하며, 정부의 산림보험료 보조지원에 대한 적정수준과 정책효과를 분석하는 것이다. 가상시장 가치평가법을 이용하여 추정된 산림보험료 지불의사액은 소유산림 1정보 당 연간 9,838원, 정부의 보조수준은 평균 53.4%로 추정되었다. 보험인수자에 대한 수요측면에서의 제시가격으로 볼 수 있는 시장보험료는 1정보 당 연간 21,112원으로 계산되었다. 추정된 보험료 지불의사액과 정부보조율 하에서 산주가 새로운 산림보험에 가입할 확률은 60.7%로 나타났다. 이들 추정치의 평균을 중심으로 하는 신뢰구간을 설정하여 제시하였다. 산림보험수요에 유의한 영향을 미치는 주요 결정요인으로는 제시된 보험료수준을 비롯하여, 산주의 나이 및 가계소득, 산림재해대책에 대한 인식, 산림조합 가입유무, 산주특성, 산림경영의 주목적, 입목담보대출 선호도, 그리고 일부 지리적 특성 등으로 나타났다.
Abstract
This paper aimes to investigate the determinants of demand for forest insurance, to estimate willingness to pay for the insurance premium, and to analyze an appropriate level of governmental subsidy for the forest owners and its politic implication. A dichotomous choice contingent valuation model is used to yield a willingness to pay for the annual premium of 9,838 won per hectare and an average governmental subsidy of 53.4% on the corresponding rate. The market premium which will be offered to insurers thus is calculated at 21,112 won. The probability to be insured by the forest owners is estimated as 60.7% for the given condition of the willingness to pay for the insurance. Confidence intervals around the estimates derived from the model are also constructed. The important determinants of the demand for the insurance are scrutinized.
