Abstract
The recent economic recession in South Korea caused frustration in labor market, impacting many discharged soldiers. Especially with the extension of retirement age this year, a difficult labor market is highly probable, and this will impact not only young job seekers but also discharge expectants. This study looks into the current status of the career service program operated by the South Korean military; it also conducts a research on the program’s impact on program participants’ ardor for employment-this is aimed to serve as a fundamental data for the revitalization of the program. This study is geared towards assisting in the job-seeking process and the adjustment after job placement by integrating the requirements of companies and the Job-seeking support program’s curriculum. The study's goals are the following: first, it delves into the career service program for discharged soldiers; second, it looks into the participants' satisfaction and eagerness for employment after taking the program; third, it proposes a supplementation that would make the program more useful for both companies and the military. The study’s implications are the following: first, Ministry of National Defense-led career service program(basic training, career counseling, connection-education, career exhibitions)largely impacts the satisfaction and employment eagerness of participants. The MND launched a professional institution, MND Job-seeking Support Program, to implement a president-assigned congressional task, and regulation and budget are committed for the employment of veterans. The program, with the help of consistent budget expansion and the separation from the Ministry of Patriots and Veterans Affairs, is now improving to offer basic education on the Job-seeking Support Program before discharge. Such improvement, by preventing budgetary overlap, is expected to make the program efficient. Second, Ministry of Patriots and Veterans Affairs-led career service program (education led by university/professional institution, cyber-education, small-cap entrepreneurship education, employment-capacity education, employment training vouchers, employment and entrepreneurial consulting, funding of job-search cost) significantly affects the employment eagerness of program participants. The Ministry of Patriots and Veterans Affairs launched a nationwide Veterans Support Center to tackle a president-assigned congressional task(as of May 2016, 7 centers including the Seoul center are being operated) - the center provides realistic vocational training for veterans. It supports employment and entrepreneurship by cooperating with the MND, the Ministry of Labor and Employment and other related institutions including external professional groups. With the separation from the MND, the Ministry of Patriots and Veterans Affairs provides practical vocational training and technical training, and is growing to equip participants with a skill set that can lead to actual employment and start-ups. However, programs like employment and start-up consulting are overlapped with those of MND; such overlap leads to not only budgetary waste but also impairment of participants' employment eagerness; therefore, further cooperation between institutions is needed in such area. Third, partcipants’ satisfaction of the career service program largely depends on their age, rank, and branch. Although the data set was diversified, an age-fit vocational training program and licenses related to the experiences in their branches acted favorably towards re-employment of the veterans.
