Abstract

According to Korean transnational marriage statistics, there is an increasing number of transnational marriages between Koreans and Thais. The status of Thai marriage migrant women will not be legally certified both in terms of marriage as well as legally residing in Korea and able to enter the welfare system unless they registered in the civil registration system as a spouse of a Korean citizen. For the registration, many documents issued by the Thai government agencies are required for the objective of certifying the qualifications of the applicant. This article, therefore, discusses the registration system for certifying marital status and permission to stay as well as applying for citizenship according to marriage and links to the service system for various documents issued by Thai government agencies that are required for such registration From the survey of Thai marriage migrants’ opinions as well as a comparison of the process of issuing the required certification for the registration. It was found that majority of Thai immigrants in Korea faced difficulties in issuing 3 certificates from Thailand, a birth certificate, a certificate of unmarried status, and the certificate of the criminal background check. Especially the certificate of unmarried status and the certificate of criminal background check are certification documents that respondents answered that they faced the most difficulty in applying. The unmarried status certificate is a document that the process for certifying the applicant's unmarried status is difficult and complicated. Moreover, it was noted that the document stated that it was not completely certain. While the certificate of criminal background check is a document that has complicated procedures and requires too many documents to prove the applicants. This is clearly different from the Korean request for the same document. The difference in the process of issuing various required documents between Thailand and Korea shows the citizen registration management system of both countries, that is, Korea has a systematic management of the citizen registration facilitating people in applying for their certification documents. On the contrary, Thai marriage immigrants in Korea still face difficulties in applying for required certification documents from government agencies. What’s worse is there are people who did not proceed with the marriage registration and those who did not have visas due to the issue of certification documents from Thailand which means affecting the inconvenience of living in Korea and negative image of the Thai certification document issuance system. Therefore, there should be appropriate measures to improve the system to facilitate the citizen in the future.
