Abstract
Electronic warfare in the Russo-Ukrainian war played an important role in achieving the war's objectives by hindering joint operations and limiting offensives at the theater level, and played an asymmetric role as a denial force. At the operational level, it has proven to be not only a key means of supporting ground warfare, but also an important area that can influence operations in other areas, and the most effective way to influence the new war pattern. At the tactical level, it has proven to have the effect of reducing the operational efficiency of communications, navigation, missiles, drones, targets, and air defense systems. It has also clearly shown what vulnerabilities are exposed by electronic warfare. As future warfare evolves into a decision-centric warfare, the electronic warfare area that affects command, control, and communication is becoming the center of war. In addition, as weapon system technology becomes more advanced and intelligent, a paradoxical situation is emerging in which the vulnerability of electronic warfare is increasing. Therefore, it is necessary to accelerate the development of related core technologies along with the parallel development of hardware and software in line with the trend of ‘miniaturization, modularization, intelligence, and integration’ of electronic warfare systems. In addition, it is necessary to conduct conceptual development and research on cognitive electronic warfare in order to build an ‘electronic warfare network’ that incorporates AI. In line with these changes in the battlefield, our military also needs to change its perception so that it can utilize electronic warfare as a more offensive asset. In addition, we need to consider the electromagnetic spectrum as an important battle space that must be utilized to win a conflict, and focus on education and training and power development to prepare for the electromagnetic environment, which is expected to become more competitive in the future.
