본 연구의 목적은 중국군의 전자전 발전과정과 개념, 능력 등을 포괄적으로 고찰하여 우리에게 미치는 함의를 도출하는 것이다. 공개된 정보들을 종합하여 분석한 결과, 첫째, 중국군은 정보화전쟁의 발전과 더불어 전자전을 전략적 수준에서 발전시키고 있고, 둘째, 정보화전쟁 승리를 위한 포석으로 제전자권을 확보하기 위한 전자정찰에 사활적인 노력을 기울이고 있으며, 셋째, 전자전을 중국의 비대칭 수단으로 활용하고 있음을 확인할 수 있었다. 앞으로도 중국군은 전자기 영역의 우월성을 기반으로 유리한 전장상황을 조성하기 위한 노력을 지속적으로 강화해 나갈 것다. 한반도 주변의 전장영역도 예외가 될 수 없으며, 오늘날 첨단무기체계에 전자기 영역 활용의 불가피성을 고려할 때 한국군은 중국의 은밀한 전자정보 수집활동에 능동적으로 대처하여 ‘싸워보지도 못하고 무기력해지는’ 상황을 미연에 방지할 필요가 있다. 이에 개념, 동맹협력, 무기체계, 조직, 영역통합의 측면에서 한국군의 전자전 발전방향을 각각 제시하였다.
Abstract
The purpose of this study is to comprehensively contemplate the PLA’s electromagnetic warfare development process, concepts, and capabilities and to derive implications for us. According to the analysis of the published information, first, the PLA is developing electromagnetic warfare at a strategic level, secondly, it is making a vital effort to secure electronmagnetic spectrum superiority as a strategic groundwork for victory in the informationized war, thirdly, electromagnetic warfare is used as an asymmetrical means of PLA. In the future, the PLA will continue to strengthen efforts to create favorable conditions based on the superiority of the electromagnetic spectrum. The Korean Peninsula is no exception, and considering the inevitability of using the electromagnetic spectrum in today's high-tech weapon systems, the Korean military needs to proactively cope with China's covert electronic information collection to prevent unfavorable situations. Thus, the development direction of electromagnetic warfare of the Korean military was presented in terms of concept, alliance cooperation, weapon systems, organization, and domain integration.
