감성적 지성의 정부 조직 관리에 관한 고찰

초록

이 논문에서는 감성적 지성에 대한 연구를 토대로 발전해 온 감성 이론들은 감성적 지성의 리더십, 감성 자본, 감성 노동 등에 적용가능한지 여부에 대해 논의해 보았다. 이성 정부 관점의 조직으로부터 감성 정부 관점의 조직으로 패러다임적 전환이 가능한 지에 대해 살펴보았다. 감성과 이성의 적절한 균형 감성적 지성인데, 이는 감성에 대한 정직성과 적절한 관리가 있어야 가능하다. 감성적 지성의 지도자는 자신의 개인적, 사회적 감성 역량과 함께 조직 속에 함께 하는 구성원들과의 상하 관계, 국민 고객과의 관계, 조직 규칙이나 문화 관리에서 뛰어난 감성 관리 능력을 필요로 한다. 조직의 감성 자본은 구성원 개인들의 감성 자본과 아울러 ‘집단 자체의 특정한 감성’을 동시에 고려한 개념이다. 집단 속에서 개인들의 감성은 모방이나 전달을 통해 조직 내에 확산되고, 사회적 맥락이나 문화적 특성에 따라 영향을 받는다. 조직의 리더에 의해 의도적으로 규정되어 감성 구조화하기도 하고, 촉진되기도 한다. 조직 차원의 감성구조가 안정적으로 작동하면서 구성원들의 감성 작용이나 감성 관련 조직 활동에 영향을 미치는 감성 규범이 생겨난다. 조직의 감성 자본은 조직이 가지고 있는 다른 어떤 자본 못지않게 중요하다. 이 감성 자본을 어떻게 긍정적으로 키우고, 조직 목적 달성에 활용할 것인가를 생각해야 한다. 관료제 속에서 행정 업무를 담당하고 있는 공무원들은 기본적으로 건강하고 생각이 건전해야만 한다. 공무원들의 건강은 바람직한 행정의 근간이 된다. 공무원도 ‘감성적 지성인’이어야 한다. 이들의 건강 감성, 긍정적 감성은 이들의 활동, 근로 행위, 조직 목표 달성에 중요한 영향을 미친다. 공무원들의 조직 내 행위는 감성 노동이다. 일선 행정서비스 종사자들 중에 감성 노동에 충실한 사람들이 많다. 감성 노동의 양태는 담당 업무의 특성이나 직위에 따라 달리 나타날 수 있다.

Abstract

This paper tries to search for an alternative management perspective focused on Emotional Intelligence, claiming that it does need the paradigm shift from reason-centered management to emotion-oriented one in government. In addition, it is discussed whether the concepts of theories on emotion in organization, such as the leadership of emotional intelligence, emotional capital, and emotional labor, can be applied to organizational management in government. From the viewpoint of emotion-oriented government, it emphasizes a balance of rationality and emotionality and supposes the emotional honesty and its proper management. The emotionally intelligent leader has social and emotional competencies in various managerial activities. Pubic official should be emotionally intelligent in that a good administrator is basically healthy and sound in thinking.
