감성지능과 조직시민행동: 감성역량의 관점에서 한국 중앙정부 공무원을 대상으로

Emotional intelligence and organizational citizenship behavior with the theoretical perspective of emotional competence towards public servants of Korean Central Government

초록

21세기에는 고도화된 정보통신기술에 의해 실시간으로 제공되는 정보에 대한 감성적 반응이 정치･사회적 쟁점을 좌우한다. 그러므로 이러한 쟁점과 관련된 정부정책에 대한 국민의 신뢰와 지지를 얻기 위해서는 공직자의 국민감성에 대한 이해가 필수적이다. 이를 위해 지금까지 무관심했던 공직자의 감성지능과 이의 영향을 받는 전형적인 역할 외 행동인 조직시민행동에 주목한다. 공직자들의 조직시민행동은 정부조직의 효율성에는 물론 정부정책에 대한 국민의 신뢰와 지지에 중대한 영향을 미치기 때문이다. 이러한 문제의식을 토대로 본 연구에서는 자기감성이해역량, 자기감성관리역량, 타인감성이해역량, 타인감성관리역량으로 구성된 감성지능이 조직시민행동에 미치는 영향을 실증적으로 연구하였다. 한국 중앙정부의 공무원을 대상으로 조사･분석한 결과에 따르면, 자기감성이해역량과 타인감성관리역량이 조직시민행동에 긍정적으로 강하게 영향을 주는 것으로 나타났다. 그러나 타인감성이해역량은 조직시민행동에 부정적인 영향을 주는 것으로 밝혀졌는데, 이는 집단주의 문화가 타인감성이해역량을 ‘눈치’로 변질시켰기 때문으로 해석된다. 이러한 결과는 공무원 감성지능(역량)의 교육･훈련 프로그램의 설계에 중요한 시사점을 제공한다. 나아가 공직자들의 감성지능(역량)이 21세기 정부조직관리의 중요한 변수임을 보여준다.

Abstract

In 21st century. emotional response to information provided in real time by highly advanced information and communication technology determines political and social issues. As such, to obtain the trust and support of the people for government policy related to such issues, an understanding of the emotion of the people on the part of public officials becomes indispensable. For this, we should pay attention to the emotional intelligence of public officials as well as to organizational citizenship behavior, which is a typical role behavior influenced by such intelligence. This is because the organizational citizenship behavior of public officials that has thus far been neglected exerts significant influence upon not only the efficiency of government organization but also the public's trust in and support for government policy. Based on such an awareness of the issue, the present study was empirically conducted on the influence which emotional intelligence consisting of competence for recognition of self emotion, competence for management of self emotion, competence for understanding the other's emotion, and competence for management of the other's emotion exerts upon organizational citizenship behavior. According to the result of the analysis of Korean public officials of the central government, the competence for recognition of self emotion and the competence for management of the other's emotion have been shown to positively and strongly influence on organizational citizenship behavior. Yet, it was discovered that the competence for recognition of the other's emotion exerts negative influence upon organizational citizenship behavior, and this is interpreted as the result of a culture of collectivism altering the competence for recognition of the other's emotion to 'nun-chi'. Such a result offers important implications for the design of learning program for emotional intelligence (competence) of public officials. Moreover, the result shows that the emotional intelligence (competence) of public officials is am important variable of government organizational management for the 21st century.
